The article aims to provide what the legal and historical background of the legislature and analyze the systems of government prevailing in the world as their characteristics, elements and advantages, to become what is now known as semi-presidential or semi-parliamentary regime. Also refers to the parliamentary law and why it should be used for any system of government. It analyzes the current situation in the field compared and, in particular its entirety in Mexico where he has taken on characteristics of the parliamentary system. However, there are several unresolved problems and tasks, such as the so-called political reform.El artículo tiene como finalidad proporcionar cuáles son los antecedentes histórico-jurídicos del Poder Legislativo y analizar los sistemas de gobierno que prevalecen en el mundo como sus características, elementos y ventajas, hasta llegar a lo que hoy se denomina como régimen semipresidencial o semiparlamentario. También se refiere al derecho parlamentario y del por qué debe emplearse para cualquier sistema de gobierno. Se analiza su situación actual en el ámbito comparado y, en particular, sus elementos en México en donde ha adquirido características del sistema parlamentario. Sin embargo, existen varios problemas y tareas por resolver, como la llamada Reforma Política.
