Is not conceived a constitutional State lacking suitable, feasible and effective mechanisms for the protection, insurance and defense of the rights of the inhabitants. To guarantee the fundamental rights, it is necessary that the Reform of the State in Mexico, includes the design of a system of constitutional justice with jurisdictional specializing organs: To federal level with the creation of the Constitutional Federal Court; to local level, with the creation of Courts or Constitutional Rooms with definite competence over constitutional justice, independent from the courts that work for the ordinary justice. Para garantizar los derechos fundamentales, es necesario que la reforma del Estado en México incluya el diseño de un sistema de justicia constitucional con órganos jurisdiccionales especializados: a nivel federal con la creación del Tribunal Constitucional federal; a nivel local, con la creación de tribunales, cortes o salas constitucionales con definida competencia en materia de justicia constitucional, independiente de los tribunales que funcionan para la justicia ordinaria.
