In Peru, the State has acquired a decisive role in the last thirty years, since in the first half of the twentieth century its role was limited to favouring private activity, both national and foreign. Public investment became, in fact, productive just when the state intervened in the economy in a more direct way. However, and because of that, it is necessary to know the coherence of its activities, which are determinants of the national economy. The author therefore analyzes in this paper the coherence of the process of decision-making during the first half of the military regime, giving a special emphasis to a typical case: the Majes-Siguas irrigation project.El Estado en el Perú ha adquirido un rol fundamental a lo largo de los últimos treinta años, ya que en los primeros 50 del siglo XX su papel estaba limitado a favorecer la actividad privada nacional y extranjera. La inversión pública se convirtió realmente en productiva justamente cuando el Estado intervino más directamente en la economía. Sin embargo, y por lo mismo, es necesario conocer la coherencia de sus actividades, que son determinantes en la economía nacional. Por todo ello analizamos en el presente articulo la consistencia del proceso de toma de decisiones del gobierno militar en su primera fase y, más específicamente, nos concentramos en un caso típico, el proyecto de irrigación Majes-Siguas.
