In the constitutional reform of March 2019, the National Guard was transformed into a federal public security institution, of a civil nature, hierarchically attached to the direction and command of the Ministry of Public Security and Citizen Protection, however, in September 2022, a package of legal reforms was published, by which the operational and administrative control of the National Guard is transferred to the Secretary of National Defense, disturbing the structural model of civil command designed in the constitutional text, due to an excess of control institution by the armed forces.En la reforma constitucional de marzo de 2019 se transformó a la Guardia Nacional en una institución federal de seguridad pública, de carácter civil, adscrita jerárquicamente a la dirección y mando de la Secretaría de Seguridad Pública y Protección Ciudadana. Sin embargo, en septiembre de 2022 se publicó un paquete de reformas legales por las que se transfiere el control operativo y administrativo de la Guardia Nacional a la Secretaría de la Defensa Nacional, perturbando el modelo estructural de mando civil diseñado en el texto constitucional, debido a un exceso de control institucional por parte de las Fuerzas Armadas.
