Description	El presente trabajo examina la interpretación y el alcance del artículo 124 en la Constitución Nacional sobre un aspecto particular: el conocimiento del Poder Legislativo Nacional en la materia. Para este propósito, intentaremos responder interrogantes como: ¿Se trata de una información o una notificación formal? ¿Debe realizarse con anterioridad a la culminación de las negociaciones o incluso previamente a estas? ¿La manifestación del Congreso debe ser expresa? ¿Qué consecuencias acarrea su incumplimiento?	es-ES
