The present work examines the interpretation and the significance of article 124 in 1994 Constitution about a singular aspect: the knowledge of the Legislative Branch in this matter. For this purpose, we will make an answer like: it's an information or notification? Must be performed prior to the negotiations or even previously to these? the manifestation of Congress must be expressed? What are the consequences of this noncompliance?El presente trabajo examina la interpretación y el alcance del artículo 124 en la Constitución Nacional sobre un aspecto particular: el conocimiento del Poder Legislativo Nacional en la materia. Para este propósito, intentaremos responder interrogantes como: ¿Se trata de una información o una notificación formal? ¿Debe realizarse con anterioridad a la culminación de las negociaciones o incluso previamente a estas? ¿La manifestación del Congreso debe ser expresa? ¿Qué consecuencias acarrea su incumplimiento?
