Many questions arise to the author in order to try to understand, reflective what started to occur in 1989 and has reached a greater dimension since September 11 of 2001. In this way, the attitude of the Western Civilization, leaded by the United States of America, has registered the creation of an universal city of God which, according to the author, is located over both law and justice; nevertheless, what this civilization really defends is the Paradise for a few with the purpose of consolidating a hegemonic unilateralism, that entails the exclusion of the rest of humanity. Whatsoever, the author considers that the standing of the UN is the last hope for the pacification and democratization of the international relations by means of humanitarian law and Human Rights Law.Son muchas las preguntas que se hace el autor para tratar de entender, de forma reflexiva, lo que empezó a ocurrir en 1989, y que ha cobrado mayor dimensión desde el 11 de septiembre de 2001. En este sentido, la posición de la llamada" civilización occidental", encabezada por los Estados Unidos de América, ha abanderado la creación de una Ciudad de Dios universal, la cual, según el autor, se encuentra situada por encima del derecho y de la justicia; sin embargo, lo que dicha civilización realmente defiende es un paraíso para unos pocos con la finalidad de consolidar un unilateralismo hegemónico que conlleva a la exclusión del resto de la humanidad. Pese a todo, el autor considera que la posición de la ONU es la última esperanza para la pacificación y democratización de las relaciones internacionales a través del derecho internacional humanitario y los derechos humanos.
