DescriptionGiven the doubts raised by Royal Decree 463/2020, of March 14, which declared the state of emergency in relation to COVID-19, and other Decrees and regulations that followed, the author of this work considers as essential activities, excluded from any strict confinement, both the opening of any veterinary clinical centre and the circulation with pets (provided it is done in their own interest). This is not only in accordance with the spirit of those Decrees and regulations, but also, more in general, consistent with the new European and national social and legal realities: they consider animals as sentient beings (living beings endowed with sensitivity), which led to establish the protection of animal welfare as a new General Principle of Law. en-US
DescriptionAnte las dudas que suscita Real Decreto 463/2020, de 14 de marzo, por el que se declaró el estado de alarma ocasionada por el COVID-19, y de otros Decretos y normas que le siguieron, el autor del presente trabajo considera como actividad esencial, excluida de cualquier confinamiento estricto, tanto la apertura de todo centro clínico veterinario como la posibilidad de circular con animales de compañía (siempre que se haga en su propio interés), no solo atendiendo al espíritu de aquellos Decretos y normas, sino, más en general, conforme a la nueva realidad social y jurídica, europea y nacional, que estima a los animales como seres sintientes (como seres vivos dotados de sensibilidad), y que ha venido a consagrar, como nuevo Principio General del Derecho, la necesaria protección del bienestar animal.es-ES
