DescriptionThe main approach affirms that a democratic society demands the confluence of mechanisms of representative democracy and of direct democracy, since these refer to two substantial elements for the viability of any regime of government: governability and governance. Democracy is the only political regime that can aspire to combine the highest degree of governability with the most extensive governance to contribute to the escalation of the indicators of breadth, equality, protection and mutually binding consultation. From this perspective, it is not possible to understand direct democracy without representative democracy. Therefore, the mechanisms of direct democracy are supported by citizen referenda, but these are not sufficient conditions. The text proposes seven principles to recognise mechanisms of direct democracy aimed at the consolidation of our modern democratic societies.en-US
DescriptionEl planteamiento principal afirma que una sociedad democrática exige la confluencia de mecanismos de democracia representativa y democracia directa, pues éstos refieren a dos elementos sustanciales para la viabilidad de cualquier régimen de gobierno: gobernabilidad y gobernanza. La democracia es el único régimen político que puede aspirar a conjugar el mayor grado de gobernabilidad con la más extensiva gobernanza para contribuir a la progresividad de los indicadores de extensión, igualdad, protección y mutua vinculación. Desde esta perspectiva, no es posible entender la democracia directa sin la democracia representativa. Por tanto, los mecanismos de democracia directa están sustentados en referendos ciudadanos, pero éstos no son condición suficiente. El texto propone siete principios para reconocer mecanismos de democracia directa orientados a la consolidación de nuestras sociedades democráticas modernas.es-ES
