Traditionally, environmental regulation has focused on compliance with environmental management standards. Consequently, a neglect of its raison d'être has been generated: the protection of the fundamental right to a healthy environment. This has created the difficulty of assembling the protection of human rights with social responsibility policies and strategies. Based on this proposed line, the author emphasizes citizen participation in which, through access to information, the process and justice, allows the integration of the community. For this reason, the design of an environmental policy framework with elements of sustainable development that the author proposes is justified. In this way, to refer to an environmental policy in Peru, the following schemes are proposed: first, depending on the regulatory framework, environmental regulations must evolve to become practical and thus lead to adequately articulated social responsibility strategies that generate mechanisms demandable. Second, the author highlights the challenge of sustainability in which the different systematic actions integrate economic, social and environmental variables. Given this, there will be a fundamental role in combining SR through effective institutionality. Third, it is necessary to create a mechanism that ensures citizen participation. In conclusion, it is important to focus on SR as an inclusive practice through citizen action, generating a policy of integration and inclusion that Peru demands.Tradicionalmente, la regulación ambiental se ha enfocado en el cumplimiento de estándares de gestión ambiental. En consecuencia, se ha generado un descuido de su razón de ser: la protección del derecho fundamental a un ambiente sano. Esto ha generado la dificultad para ensamblar la protección de los derechos humanos con políticas y estrategias de responsabilidad social. A partir de esta línea planteada, el autor hace énfasis en resaltar la participación ciudadana en la que, a través del acceso a la información, el proceso y la justicia, permita la integración de la comunidad. Por ello se justifica el diseño de un marco de política ambiental con elementos de desarrollo sostenible que el autor propone. De esta manera, para referirse a una política ambiental en Perú se plantean los siguientes esquemas: primero, en función al marco normativo las normas ambientales deben evolucionar para convertirse en carácter práctico y de esta manera conllevar a estrategias de responsabilidad social adecuadamente articuladas que generen mecanismos exigibles. Segundo, el autor pone de manifiesto el reto de la sostenibilidad en la que las diferentes acciones sistemáticas integran variables económicas, sociales y ambientales. Dado ello, habrá un rol fundamental de combinar la RS a través de una institucionalidad efectiva. Tercero, es necesario generar un mecanismo que asegure la participación ciudadana. En conclusión, es importante enfocar a la RS como práctica inclusiva a través del accionar ciudadano generando una política de integración e inclusión que el Perú demanda.
