The present article analyzes the importance of functional or program budgets in the public sector, as well as their implementation in Peru. In this context, the author defines functional budgets as a tool for public planning and management that allows for the allocation of public resources based on specific objectives, through the identification of programs and projects that can best contribute to achieving said objectives. On the other hand, it is established that the implementation of such program budgets in Peru has posed a series of challenges and difficulties due to the lack of serious plans, the broad powers of the legislative branch, as well as the null capacity for monitoring and the lack of continuous evaluation of programs by the government. Therefore, the question arises as to whether the program budget system really fits the reality of the country, or if it is rather a utopian system.El presente artículo analiza la importancia de los presupuestos funcionales o por programas en el ámbito público, así como su aplicación en el Perú. En ese contexto, el autor define estos presupuestos funcionales como una herramienta de planificación y gestión pública que permite la asignación de recursos públicos en función de objetivos específicos, mediante la selección de los programas y proyectos que mejor puedan contribuir a alcanzar dichos propósitos. Por otra parte, se establece que la implementación de los presupuestos por programas en el Perú ha significado una serie de desafíos y dificultades debido a la carencia de planes serios, la amplitud de las atribuciones del Poder Legislativo, así como la nula capacidad de monitoreo y la falta de evaluación continua de los programas por parte del gobierno. Por tal motivo, se cuestiona si el sistema de presupuestos por programas realmente se ajusta a la realidad del país o, si más bien, se trataría de un sistema utópico.
