The goal of the analysis is to have a point of reference in order to determine the conve-nience of increasing those time-periods in the Mexican federal lower house. Firstly, the au-thor refers to the context in which the debate on this topic has taken place in Mexico; secondly, he explains the way in which rules on time-periods determine to some extent the power of legislative committees in their relations with the full house, which in turn explains the importance of increasing or decreasing them. Thirdly, the author refers to the rules of Argentina, Chile and the USA on this matter. Finally, the author concludes that the modification of the time-periods referred ought to take into account not only technical and legal factors, but also parlia-mentary and electoral ones, bearing in mind that consideration of legislative efficiency ought to be preferred. Primero, se plantea el contexto de la discusión que en este tema se ha venido desarrollando en México. Después, el autor explica cómo es que los plazos determinan de alguna forma el poder de las comisiones legislativas frente al pleno, de ahí la importancia de aumentarlos o disminuirlos. Después, hace referencia a la regulación que han establecido en esta mate-ria Argentina, Chile y Estados Unidos de América. El autor concluye que en la modificación de los plazos no sólo debe tomarse en cuenta factores técnicos y jurídicos, sino también factores parlamentarios y electorales, dando preferencia, en cualquier caso, a la eficiencia legislativa.
