Así como El fortalecimiento del derecho penal democrático, entendiendo al derecho penal como un instrumento de paz, se basa en el constante mejoramiento en la calidad de vida en el sentido económico, social y cultural del pueblo, construido a base de principios que permiten la consolidación democrática; de legalidad, ofensividad, humanidad, reciprocidad, culpabilidad, non bis in ídem, proporcionalidad, mínima intervención, in dubio pro reo e ultima ratio.es-ES
