This article proposes a strategy of government action to promote an equal access to basic social services and lo social insertion opportunities.   In the case of social services, it proposes the need to point out the responsibility of the government in relation to the financing and provision of such services. Although the poverty of the country implies that the government should finance directly the greater part of social services, this does not mean that the provision should be exclusively in charge of government institutions.   In the case of opportunities of social insertion, it is proposed that the government should invest in the development of human capital and the capabilities of organization of the poor. Special significance is given to the development of social and productive skills since they allow for a better use of the opportunities in question.   Finally, this article presents considerations relating not only lo the institutional frame that can make possible the development of the proposed strategy but also the need to convince the taxpayer of the legal standing of public expenditure designed to improve social services and programs of social insertion.El presente artículo propone una estrategia de acción estatal para promover la igualdad en el acceso a los servicios sociales básicos y a las oportunidades de inserción social. En el caso de los servicios sociales, se plantea la necesidad de distinguir la responsabilidad que el Estado tiene con relación tanto a su financiamiento como a su provisión. Se establece que si bien la situación de pobreza que vive el país hace recomendable que el Estado financie directamente la mayor parte de servicios sociales, ello no exige que la provisión esté a cargo exclusivamente de entidades públicas. En el caso de las oportunidades de inserción social, se propone que el Estado invierta en el desarrollo del capital humano y las capacidades organizativas de los pobres. Se presta particular importancia al desarrollo de habilidades sociales y productivas, puesto que ellas permiten un mejor aprovechamiento de las oportunidades en cuestión. Finalmente, el artículo presenta consideraciones referidas tanto al marco institucional en el que la estrategia propuesta puede desarrollarse como a la necesidad de legitimar ante los contribuyentes el gasto público, destinado a mejorar los servicios sociales y los programas de inserción social.
