En el mundo contemporáneo, los asuntos públicos cambian demasiado rápido o son demasiado complejos como para que el Parlamento sea el responsable directo de ordenarlos a través de la legislación. Por tanto, la responsabilidad principal de esta institución debe ser no la labor legislativa sino el nombramiento y el control del Poder Ejecutivo. | es-ES |
